The blue dashed line indicates the maximum possible power levels as limited by the size and orientation of the panels and the position of the sun in the sky. It is the amount of power that could be produced when there is perfectly clear air. On a day with a combination of clear air and scattered “puffy” clouds, the power can occasionally rise up above the clear air limit. This can happen whenever the sun finds an unobstructed path between the clouds, because then we get the full direct sunlight plus some scattered light from the clouds. This is great while it lasts, but of course when the power is averaged over time, you can only end up with a value similar to the clear air limit – or less.
